Hi. For snorkelling at Iboih beach, it is better to hire a small boat to take you to Pulau Rubiah (5 mins ride) for snorkelling. I have not snorkelled at Sumur Tiga, but I have been to the beach there. It is facing the open sea and the waves can be quite rough, so I do not think it is that safe for snorkelling. It's a lovely beach to sunbathe.

Unlike most touristy beaches, Iboih was fairly clean. There were a lot of stray cats, but bins were abundant as well and rubbish kept at bay. We frequented a few eateries during our stay, no stomach upsets at all and food suited our Malaysian tastebuds well!. Ibioh beach can be reached from Pulau Weh's Sabang ferry terminal by a 40 minutes.
