This is a PCU level 5 jacket. It's pretty similar to the standard ECWCS lvl 5 gear, but just a little better because the people using it were specialer. the jacket is wind and water resistant and meant to be worn over one to two other thermal layers, so it's a little oversized for layering.

It just seems like the more I research PCU the more confusing things get. Both systems have seven layers, and are virtually the same as far as I can tell except for some extra velcro.
