The owner of Cox mill constructed it, to get to the top of the cliffs and the lookout tower has 274 steps. The whole climb is broken down to several flights of steps so that you can rest where necessary. There was a jovial guy descending Jacob's Ladder and he encouraged us by saying that we were almost near the end of our climb and that there were paramedics waiting for us at the top (the latter was not true of course).
