For 3 I have to say Moira, and for New Vegas Daniel Contreras, the Gun Runners, and the Sink Central Intelligence Unit in Old World Blues. Best Shop in NV is Quartermaster Bardon imo. He has 2 Lists which means he has very nice stuff for sale rather early. He also has by far the largest stock of ammo in the game.

Fallout 3 - Game of the Year Edition.. There are some custom vendors or bartering mods available on the Nexus, but you'll be rolling in caps before too long anyway. I'd recommend focusing on Barter occasionally and building up the LW's other strengths instead, (unless you're playing a Pacifist or Merchant build, of course.).

If you invest in the caravans via the Merchant Empire quest, the caravans are by far the richest - they will stock between 500 and 1200 caps each (roughly). Most other merchants top out at less than 500, although Moira Brown can apparently go as high as 3,000. (The Wikia mentions this but gives no details).

All vendors from the main game and DLCs (incl. scavengers and traders) will be affected. They will not have tens of thousands of caps for buying your stuff - this is overkill, plain and simple.
