Ashen One is a descriptor - they are one who is of the ash/ashen. They were literally burned to cinders while trying to link the fire and failing to provide any meaningful fuel for it. This actually is more of a prophecy fulfillment than the Chosen Undead since it relies on a specific, rare occurrence to "re-raise" an Ashen undead.

It's funny because the second picture is also depicting the Chosen Undead, albeit in his Soul of Cinder incarnation. Which the Ashen One defeated. The Soul of Cinder incarnation is made from souls vastly weakened over hundreds of years. DS1 is pretty close to the former glory of the lords and their souls, and DS3 is at the deathbed of the souls.
