You mean the bard fighting style? That's different from a feat. That just lets you add your ability mod to samage with your offhand weapon. You need to take the two weapon fighting feat at level 4 to dual-wield non-light weapons

The picture is of a "Rapier for use with two hands".

Being a one-handed sword, a fighter wielding a rapier would naturally choose to employ his free hand to assist him, whether empty or holding another weapon. Using two weapons like this was common with warriors throughout history and in no way does it imply any deficiency with the primary weapon (as is sometimes alleged).

While an obivous advantage to a two-handed cutting sword is the ability to generate a lot of power with little motion with the push-pull motion of the hands, the same cannot be said of a rapier. While I'm aware a rapier can indeed cut, I wouldn't think an extra hand would give that much of an improvment, however I could be wrong.
