The #1 cylinder most likely is not a rocker, but a stuck/deflated hydraulic valve-adjuster. Could try soaking/squirting it in PB-blaster to see if it frees up and starts working. Or simple enough to replace. The cam-tower has to come out. Should also replace the oil-pressure regulator at the front of the head.

The L-type's claim to fame was its optional fully-digital IP, with one of the first integrated trip computers. Very hot stuff in 1982. Very long-dead stuff in 2009.
