La Citadelle de Namur a été en partie démilitarisée en 1891. La Ville de Namur, avec l'appui du roi Léopold II, avait pour ambition de transformer la forteresse en un lieu touristique. L'architecte bruxellois Georges Hobé a été mandaté pour construire un bâtiment « double face » qui combine un stade et un théâtre en plein air.
