Because the game needed Scarecrow to be focused on Batman, and Croc wasn't in the main game of Knight for whatever reason, he was added in DLC later on, so Scarecrow as it stands wasn't at all involved in the Iron Heights stuff, nor did he seek revenge on Croc, which is kind of weird.

(And quickly locked back up shortly after he got out) And i really don't see croc working with Batman, a lot of the "super villains" don't seem to work well with anyone they aren't bossing around. Especially someone they hate.
