The Black Goat is the deity worshipped by the Cult that follows Mae throughout the game. It also is supposedly the reason behind Mae's strange dreams. The Black Goat supposedly resides within a hole deep within the abandoned mines near Possum Springs. It is stated by the cloaked figures in the cult, who appear to worship it, that it does not speak but instead sings. The cloaked figures explain.

In the end the black goat lost its cult and lost its new worshipper. All it had left to eat is those cultists, and perhaps bound to contracts, its is forced to keep the town alive longer. Depending on how long those cultists fill tis metaphorical belly. Think the last scene there with the weird black speech was Mae losing contact with the black.
