We rented a scooter in the city (you get them for around 200 - 300 THB per day, depending on the season) and left Chaing Mai around noon. It's fairly easy to get to Huay Tung Tao Lake from Chiang Mai however watch out for traffic as you'll be using the busy highway route 121. The total trip shouldn't take longer than 20-30 minutes.
