In 1854, the Tokugawa shogunate ordered all Japanese ships to fly the Hinomaru for identification purposes, and in 1870 it was made the official flag of merchant ships trading within Japan and abroad. From 1870 until 1885, the Hinomaru was designated as the official flag of Japan. This 15 year stint was cut short due to a change in the way.

The fact that almost all of these are quite serviceable flags in their own right is truly a testament to how good the Japanese prefecture flags are. In my opinion, the Japanese prefecture flags are a perfect execution of the "be related" part of rule 5. Each has their own identity, but can still easily be identified as part of the larger set.
